第一条-名称
The name of the organization shall be Metropolitan State University of 丹佛 教师参议院.
第II条-目的
The purpose of the 教师参议院 shall be to officially represent the faculty in all matters of interest and concern to the faculty. These interests and concerns shall include but not be limited to receiving and making recommendations on current and proposed changes in academic, 行政, 财政和人事政策.

教员由终身教职人员组成, 终身职位的, and non-tenured faculty who teach at least 12 credit hours over their 2-year term on Senate. Department chairs are eligible to serve on Senate so long as they are meeting required teaching hours. 2.1 部门的教师. From each department of instruction there shall be one Senator for each six (6) faculty members holding an academic-year contract. The number of Senators from each department shall be the number of faculty in the department shown in the staffing pattern of the Spring Semester divided by six (6), 所有分数被四舍五入到下一个更高的整数.

2.5 Three (3) Affiliate Faculty Members shall be elected by the Affiliate Faculty at large.

第三节任期
3.1 每名参议员经选举产生，任期两年. 任期从每年春季最后一次定期会议开始.
3.2 空置条款. In the event that the term of any elected Senator is ended before its normal expiration date, 教学系应当另行选任教职人员, who shall serve only until the normal end of the term of the Senator whose departure required the replacement.
3.3 回忆. 经选举产生的参议员所在部门以三分之二多数票罢免. 在召回的情况下, the department chairperson for the department shall notify the President of the Senate of the recall, 谁应使名册作相应的修改.

第四节参议员的选举
4.1 资格. Any person defined as a member of the faculty in Article III shall be eligible for election to the Senate, 但每一当选参议员应代表一个部门. 任何教员不得当选为一个以上系的代表. 有资格代表一个部门, 成员分配的职责中至少有50%必须在部门内完成.
4.2 投票. Any person defined as a member of the faculty in Article III shall be eligible to vote for Senators, provided that the franchise shall be exercised only in electing Senators to represent a department. 教职员工不得被拒绝投票.
4.3 选举程序. The election of Senators shall be conducted by the departments of instruction prior to February 15, 根据春季学期的人员配置模式. The elections shall be by ballot and the results of these elections shall be reported to the President of the Senate. 各部门应根据本规定制定自己的程序. 这些程序应书面并提供给部门的成员.

第六节参议院议事程序
6.1 全民公投. Any act of the Senate shall be referred to the faculty for final determination upon a majority vote of the Senate or upon presentation of a petition signed by ten per cent of the faculty.
6.2 倡议. The President shall include in the next agenda of the Senate any new business matter when such is requested in writing by five or more members of the faculty.

第七节参议院各委员会
7.1 形成. 参议院有权成立专门委员会. 常设委员会的组成应在附例中加以规定.
7.2 权力与责任. 参议院可将权力和职责分配给这些委员会.
7.3 参议院运作规则. The Senate shall have the power to adopt its own rules of operation to carry out these assigned responsibilities.
第五条-议会权力
在参议院会议上, all questions of interpretation of the 宪法 and 规章制度 shall be referred immediately to the Rules committee, 召开会议, 考虑这个问题, 并在此事付诸表决前作出裁决. All questions of parliamentary procedure not specifically mentioned by the 宪法 or 规章制度 shall be decided according to the newly revised Robert’s Rules of Order.
第六条-修订
Amendments shall be initiated by a two-thirds vote of the Senate at any meeting where a quorum is present or by a petition signed by at least twenty percent of the faculty. Proposed Amendments to the 宪法 shall be presented in writing to the members of the faculty at least 30 days prior to a vote of the faculty.
An amendment shall require an affirmative vote of a majority of faculty members voting. 投票应以投票方式进行.
